In the eThekwini Municipality, you are generally allowed to keep a maximum of two dogs unless you have the municipality's specific permission. If your property is larger than 650m², you may be allowed up to three dogs, and a breeder needs municipal approval for more.   1. Obtain the Application Form: Get the necessary application form from the eThekwini Municipality.
  2. Provide Details: Complete the form with the breed, gender, and number of dogs you wish to keep.
  3. Submit Application: Submit the form to the municipality for consideration.
  4. Receive Decision: The municipality will review your application and notify you of its decision. 

Consequences of Non-Compliance:

  • If you fail to comply with the bylaws, the municipality can issue a notice requiring you to remove the animal or correct the issue.
  • Failure to comply with the notice can result in seizure and impoundment of the animals, with costs recoverable from the owner.
  • The municipality can withdraw its consent and order the removal of animals if conditions are not met.
